How about during games, multiple premoving is allowed, to allow for lesser time losses during speed chess or time scramble?

So you can flag others?

So, how is luck involved?
It's about you seeing into variants of your opponent's possible responses, then, you playing your best lines.

Likewise, bullet chess is not real chess.

I would agree with some of the comments saying bullet isn't real chess. But nevertheless, it's quite popular. I see no reason not to allow multiple premoves in the same way that chess com does.
