Minimum number of games before joining first tournament?

It's rather difficult to make an informed berserking decision against someone whose rating is marked as "1500?" - would it make sense to slightly discourage the multi-accounting that appears to happen here by requiring a certain number of non-tournament games to be played before joining a tourney?
Note berserk if you're afraid the opponent might be too good, seems pretty simple. I don't see any reason why anybody has any incentive to make the decision easier for you.
You see no incentive for this site to reduce multi-accounting? It's rampant here, and this is the sort of stuff that would minimize it.
#1 So don't "go berserk" and make life difficult for your opponent, who foolishly imagined that multi-accounting would work in his favor?

In my own games, I've noticed that against lower-rated players games complete about twice as quickly if I don't "go berserk", because my opponents move quicker and blunder often, and I exploit those blunders. Going berserk is not a winning strategy.

But seriously, RD (rating deviation) converges to 80 quickly and this doesn't seem to be a prevalent issue.
