Who is greater? A FM or an IM?

Depends on who is im and who is fm if we take Carlsen as fm and levyrozman as im then fm is greater than im
Typically, IMs have higher ratings than FMs. However, sometimes players are underrated and and FM might well be stronger than a GM.

Well, according to FIDE rules for titles:

"For a direct title to be awarded immediately an applicant has to have achieved at some time or other a minimum rating as follows:

GM 2300
IM 2200
FM 2100
CM 2000

If an applicant is rated lower the title is awarded conditionally and will be awarded finally on request by the respective federation as soon as the minimum rating is achieved. Any player with a conditional title may take a lower title when they reach the required rating for that lower title."

For GM and IM you would also require Norms in tournaments, while the FM and CM titles can be gained by simply obtaining the required minimum rating. This makes the IM title harder to receive than the FM title.

However, in these times with less OTB games, some players with FM or CM might have become stronger with many computer games, and expanded their knowledge, which might lead to rapid rating gains, and thus a higher title once OTB tournaments becomes as common as pre-2020.

But based on rankings alone, an IM is usually higher rated than an FM and should be the favorite in a match between the two.
