Can we move sandbaggers and engine cheats from rated tourneys?

I'd like to propose that Lichess remove guys like this...

He's a sandbagger. And now that Lichess has fixed his rating at a lowly 955, he will just continue to troll the other players in tourneys by misrepresenting his playing strength, then bashing out expert-strength moves against bewildered opponents.

In fact, by fixing his rating at 955 aren't you actually enabling him?

Before you fixed his rating, he would have had to waste his own time thowing games and "squandering" rating points. Now he no longer has to!

Isn't it possible to remove engine users and sandbaggers from tourneys altogether? Anonymous players can't play rated events.

If anonymous players want to play rated events they have to set up a fully functioning account and risk gaining/losing rating points.

Why are tournaments closed to (presumably) honest anonymous players...but open to proven engine cheats and sandbaggers?

I recommend that rated tourneys should be open only to players with fully functioning accounts.
